Workshops to prepare for ETS 2

For: Several fuel suppliers in the Netherlands

studio Gear Up has been helping several fuel suppliers to the Dutch transport markets with practical preparations for the ETS 2 system, under which they will become an obligated party.

To be prepared for these upcoming regulations, we have been giving workshops in which we run through the practical steps that obligated parties will have to follow to submit their Monitoring plan in time. This Monitoring plan describes how the obligated parties intend to start monitoring their emissions, and it is needed for the application for an emissions permit, which obligated parties will need to obtain by January 2025 to continue to deliver fuels to the ETS 2 markets (domestic transport, inland shipping, built environment and small industry).

In the workshops the following aspects were addressed:

  • A summary of requirements for obligated parties under ETS 2
  • Establishing a plan for monitoring emissions
  • Applying the calculation methodology to calculate emissions
  • Obtaining appropriate data (e.g. emission factors, default values, etc.)
  • Preparing a risk assessment

By 1 November 2024, the emissions permit must be applied for and all suppliers of fuels to ETS 2 sectors must hold such a permit to still be allowed to supply fuels in the Dutch market.
